Objectives of Logistic and Administration Officer

Under the direction of the Program Manager, the Logistic and Administration Officer is responsible to provide logistic and administration support to PACE’s operation of implementation. The Logistic and Administration Officer is full time paid staff and expected to work 40 hours per week.

Task and Responsibilities

  • Coordinate all procurement activities in the project and ensure full compliance to policies, guidelines and regulations.
  • Creating in developing, monitoring and review of procurement plans.




  • Continuously assess the market for new procurement opportunities.
  • Ensure timely and accurate logistic reporting to the program manager.
  • Support the Program Team to organize project related workshops, roundtable discussions, meetings, forums, trainings terms of logistics and any other necessary preparations;
  • Deal with the external service providers for venues, accommodations, transportations, etc. for staffs, volunteers and guests;
  • Develop the logistics note and other required documents for staffs and participants travels of program activities;
  • Coordinate with the program team to print out the materials for trainings and deployments of surveys and election observations;
  • Make deployment packages and training materials for the program activities, such as surveys and election observations;
  • Manage to print out the PACE products such as survey findings and election observations findings
  • Deal with courier services to deliver or collect the materials of surveys and elections observations;
  • Supervise the logistics assistant for inventory of organization’s property;
  • Supervise the logistics assistant to order office supplies, such as stationery, accessories and refreshments;
  • Ensure the office maintenance when it is necessary;
  • Ensure the effective management of the office security in liaison with the security service provider;
  • Training/orientation of staff: Ensure orientation and induction of new staff is completed upon arrival to PACE.




  • Ensure staff records and documentation is up to date and share the necessary HR matrixes, reports, surveys and documents ( leave, performance reviews) with the Program Manager at PACE.
  • Ensure compliance of policies and other donor regulations related to HR and administration.
  • Provide regular briefings/trainings to national staff as well as volunteers on compliance, guidelines, preventative security measures and conduct in the work.
  • Ensure that all necessary measures are taken to provide PACE employees with a safe working environment as detailed in existing guidelines and policies.



The Logistic and Administration Officer must would normally attain the required knowledge, skills and attitudes through completion of University Degree/Diploma in business administration Logistics or supply chain management or Human Resources.


Requirement Qualification

  • At least four years professional experience in Administration, procurement and logistics, within a busy working environment such as NGOs or Business Firms;
  • Ability to communicate good in English and computer skills including the ability to operate spreadsheet and word-processing programs at a proficient level;
  • Must be able to work at under the thigh deadline;
  • Familiar with NGOs/CSOs work nature;
  • Good networking and communication skill
  • Show integrity at work;
  • Ability to organize works efficiently and deal with heavy workload and
  • Having good understanding on Myanmar politics and its electoral process is advantage.


Organizational Background

People’s Alliance for Credible Elections (PACE) is an independent, non-partisan, non-government domestic election observer group based in Yangon. PACE was founded in 2013 to strengthen democratic institutions in Myanmar through safeguarding citizen rights and promoting public participation in the electoral process. To promote transparency, accountability and inclusiveness in the electoral process, PACE will mainly be working on civic and voter education, election observation and electoral reform.

Upholding the principles enshrined in “Universal Declaration of Human Rights”, PACE’s work will be implemented regardless of race, religion and gender.  Moreover, PACE has signed “Declaration of Global Principles for “Nonpartisan Observation and Monitoring” by Citizen Organizations,” which is a document endorsed by more than 260 organization from 75 countries.
